About us
Securing
and developing the qualities of Munich as a liveable
residence, a
place of work and leisure, supra-regional economic centre, important
place of science, research and education, as a centre of cultural life
in European dimensions together with our allies in Munich and
its
region – these are the duties and responsibilities of the
Department of
Urban Planning and Building Regulation.
Urban
Development Planning - HA I
Urban
development planning compiles initiatives for the future of our city in
the range of Munich Perspective, land use plan and transportation
planning. In public dialogue they propose urban developing goals and
refer those to the town council.
Through these
assignments urban development planning contributes to:
- a
sustainable conservation and development of Munich’s
qualities as residence and business location,
- a
improvement of co-operation in the region, in the adjacent region
and with economic, cultural and social stakeholders,
- a
collaborative, social suitable development of the city and its
neighbourhoods,
- a conservation and advancement of
future proofed settlement
structures under perpetuation of the special qualities like city
design, urbanism and landscape ,
- a city
compatible transportation management and shorter routes by a compact,
functional mixed settlement structure
City
planning – HA II
In
the beginning of the 19th century the first city expansion started out
Munichs city planning, followed by the first city building competition
1892, "Generallinienplanung" and the "Staffelbauordnung" by Theodor
Fischer.
Tasks:
- Procedure
concepts with statutes, realisation of urbanistic development
arrangements,
- Alignment and modification of lay-out
plans and other statutes for mandatory regulations of landuse,
- Landscape
plan, landscaped overall planning, landscaped and green
planning concepts, assessment of environmental effects,
- Alignment
and modification of green structure plans, green planning of
restructuring measures,
- Establishment of statutes
for design and use of edificial installations,
- Decree
of development freezes for planning goals endangering projects
Urban
Redeveloping and Public Housing
– HA IIIThe
largest authorisation office in Bavaria encourages new building and
modernisation of cheap freehold and rented flats and ensures the
conservation of inexpensive housing space by checking the economic rent.
- Support
of municipal housing societies (GWG, GEWOFAG, HEIMAG) and
rehabilitation trustee (MSG)
Urban redeveloping
task.:
- Removal of urban developing grievances
- Sustainable
protection of redeveloping areas Haidhausen, Westend,
Giesing, Hasenbergl and Milbertshofen and probably also of the areas
around the south-eastern part of the "Mittleren
Ring".
Urban
Building Regulation (LBK) – HA IVThe
largest German Planning Permission Authority is changing from a
classic, sovereign building supervisory board to a modern service
agency.
With lots of one – on - one decisions and
consulting
services they are jointly responsible for Munichs quality of life and
provide a well-regulated cityscape, the adherence of legal standards
and the safety at construction sites.

- Lower building
supervisory board
- Lower countryside comission
- Lower
board of protection of historic monuments
Tasks
(within downtown Munich /urban areas):
- Building
application, planning permission procedures, on-site
building inspection, nature, landscape, tree, species protection
- Preservation
of historical monuments, city design, advertising
systems, authorisations in order with the exploitation law
- "Abgeschlossenheitsbescheinigungen",
acceptance of tents and fun rides etc.
