Job Development Initiative (AFI)
When unemployment very quickly doubled in the early 1980s, the City Council responded by inaugurating a "2nd Labor Market" job creation program. The program is today known as the "Job Development Initiative" (AFI). The AFI is one of three programs run under the auspices of the Munich Employment and Qualifications Program (MBQ).

Mission
AFI's work centers on reducing long-term and youth unemployment and, in particular, promoting employment for women. Offers of employment, training, qualification development, advice and job placement are available within the AFI. These services take the form of projects with a social, cultural and ecological/sustainable orientation as well as firms that employ the socially disadvantaged.
Freimanner Werkstatt GmbH, for example, gives recipients of social security the chance to earn qualifications in its office communication and textiles departments. It then helps place them on the labor market.

The AFI Project Group
An expert advisory council, the AFI Project Group, accompanies the program. All players of relevance to labor market policy are represented in this group: the Munich Labor Office, the Chamber of Industry and Commerce, the Chamber of Handicrafts, educational institutions, social welfare associations, the various political groupings within the City Council, and the local administration.

Details of the projects sponsored within the framework of the AFI initiative are listed in the "Guide to Municipal Job Development – 99 Projects for Munich", which you can order (in German only) from the Department of Labor and Economic Development.
