Structural transition


The "Support for Structural Transition" program
The Structural Transition aspect of the Munich Employment and Qualifications Program (MBQ) offers assistance to innovative projects, some of them in the form of companies and cooperative associations. These projects are designed:
  • To support forward-looking segments and cushion negative social consequences when people lose their jobs
  • To develop and try out new training strategies in companies/segments/industries that are experiencing transition
  • To help employees in SMEs to achieve further qualifications and thereby to preserve jobs
  • To offer advice and take company-specific measures to prevent (rather than cure) joblessness
  • To provide job application training and help to people who move to a new line of business
  • To back new models devised in response to changes in the perception and importance of work.

Verbund Strukturwandel (VSW) GmbH (Association for Structural Transition)
This training and consulting firm assists local companies and industries that are experiencing structural transition. Its aim is to adopt preventive measures to shore up employment. Founded in 1994 by the City of Munich, the firm offers a wide range of innovative (re)training projects and gives advice to companies that are faced with the need for restructuring, changes in qualification profiles and personnel adjustment measures. VSW GmbH works in close collaboration with the players on Munich's labor market.

The "HausGemacht" Domestic Service Cooperative
This cooperative is sponsored by the Department of Labor and Economic Development and the Munich Labor Office. HausGemacht (literally "home-made") provides professional-standard domestic services, thereby creating socially insured jobs for women (and in some cases men) who have otherwise found it difficult to break into the labor market.

This cooperative was founded in Munich's Hasenbergl district as part of a federal/state program entitled "Social City" (which focuses on local economies). The aim is to create jobs primarily for female residents in this district in the construction industry (producing terrazzo flooring) and in catering.

equalmünchen GmbH
The development partnership in Munich, set up under the auspices of the EQUAL community initiative, is tasked with developing and advancing manpower in and around Munich. These goals are being realized within a network of 15 subprojects that focus on three main areas: information and communication technology, care, and transregional mobility.

Advanced training in Munich

In an industry that is caught in structural transition, continual learning and development is essential in order to survive. This kind of advanced training is provided in the pedagogical, cultural, social and economic spheres by companies, self-help organizations and associations, libraries, museums, cultural establishments, and so on. This is another area in which the Department of Labor and Economic Development sponsors projects that support structural transition.
To give an insight into the sheer breadth of advanced training opportunities that are available – from technical courses to comprehensive strategy, personal and organizational development programs – the "Advanced training in Munich" trade show is held every two years, focusing on corporate and personal development.
